Introduction
ARROW (the Advanced Risk-Responsive Operating framework) is the system used by the FSA to supervise authorised firms to ensure they comply with regulatory requirements. They assess firms according to the risks they present in terms of their impact on the market and consumers and also on the likelihood of a particular issue arising. The nature and extent of the the FSA’s supervisory relationship with an individual firm depends on how much of a risk they pose to the FSA’s statutory objectives.
