The Government’s Comprehensive Spending Review recommended that all new information technology projects costing more than £1m should be frozen. This is because the State is having to borrow money at record levels to reduce the deficit between its spending and the amount it raises in taxation. It has resulted in some public bodies renegotiating their existing contacts with suppliers or changing the tendering specifications for ongoing tenders.
