As anticipated, the Chancellor announced in the 2012 Budget that he will introduce general anti-abuse rules (GAAR) into the UK tax system. It is expected that the new rules will come into effect in April 2013, following a period of consultation. In his report, Graham Aaronson QC recommended that the new rules should be narrowly focused. However this announcement has created a fierce debate about where the line should lie between ordinary tax planning and abusive arrangements.
