The Health Act 2009 creates a legal duty on the NHS and its providers to have regard to the NHS Constitution, which sets out the rights and responsibilities of patients and staff. The Act also introduces the piloting of direct payments for healthcare.

The Coroners and Justice Act will broaden the remit of the coroner’s inquiry, requiring the coroner to carry out lengthy and detailed inquiries into healthcare deaths.
