Social Housing: Governance, Regulation and Funding
The Housing and Regeneration Act 2008 is bedding down in the UK. The legislation heralds a radical change to the regulation and funding of social housing, with the creation of two new regulatory bodies: the Homes and Communities Agency (HCA) and the Tenant Services Authority (TSA). The transition from the Housing Corporation to two new regulatory organisations raises significant questions over the HCA’s new investment powers as well as the regulatory oversight of the TSA.
The social housing sector has also been impacted by the current tumultuous economic conditions as RSL’s and other housing providers find it harder to access private finance. The downturn has however seen the emergence of new investors, such as institutional investors, pension funds and Islamic investors.
